It is one of the more misleading heat pump faults, because the unit runs and sounds normal while doing only half its job. It needs a diagnostic rather than a guess, since the valve, the solenoid and the thermostat call can all produce the same symptom.
Light frost in cold weather is normal and the defrost cycle should clear it periodically. Heavy ice that stays on the coil, or a unit encased in ice, means the defrost cycle is not working correctly or the refrigerant charge is off. Call for service rather than chipping the ice away, which can damage the coil.
More often than a cooling-only system, because a heat pump runs year round and accumulates roughly twice the operating hours. Service ahead of both the heating and cooling seasons keeps the coils clean, the refrigerant correct and the defrost cycle working, and every visit should verify heating and cooling operation rather than only the mode the system happens to be in.
